The best W-Engine for Norma in Zenless Zone Zero is Chief Sidekick — Norma's Signature is among the most valuable supportive engines. Its CRIT Rate feeds her Core Passive for both Daze and damage, but the real value is the Flat Impact (huge given her low base) and the damage it adds to both the team and her own strong personal output. R5 is a big jump since her Mindscapes beyond M2 are weak. If you don't have it, Hellfire Gears, Steam Oven, Blazing Laurel, The Simmering Pot are solid alternatives.

For Drive Discs, run 4-piece King of the Summit with 2-piece Swing Jazz, using Disk 4 — CRIT Rate%, Disk 5 — Fire DMG% > PEN Ratio% > ATK%, Disk 6 — Energy Regen = Impact% as main stats, and prioritise CRIT RATE (until 100% in combat) and CRIT DMG on substats.
